But such privilege does not necessarily prevent it from being disclosed by a public authority.

When simply blowing at the impeller of this anemometer and watching it gradually slow and stop, I was struck at how unbalanced it is as manifested by the impeller usually rotating in the opposite direction at least a small amount just as it stops. With the anemometer, the impeller bearings may wear excessively, but this type of anemometer seems to me unlikely to be used sufficiently for that to happen. The only explanation I can think of is that the heavier side of the impeller is going to the bottom. With radio control airplanes, balancing the propeller is important to avoid imbalance that can cause vibration which could lead to weakening of the airframe and loss of the model in a crash. Landing is made more difficult as the wind becomes stronger, especially if the landing is not directly into the wind....
